About the Committee

All-Russian Union of Public Associations "National Paradelphiс Committee of Russia" (OSOO "NPC of Russia") is the founder of the Paradelphic Games.

The All-Russian Union of Public Associations "National Paradelphic Committee of Russia" (NPO "NPC of Russia") is a voluntary public association of legal entities - public organizations - established to achieve and implement the statutory goals, objectives, protection and development of the Paradelphic Movement.

The NPD of Russia was created in 2006 by the All-Russian Society of the Blind with the support of the National Delphic Council of Russia and in cooperation with other all-Russian public organizations of disabled people.

In accordance with its statutory objectives, NPO "NPC of Russia", operates in the territories of the constituent entities of the Russian Federation.

The highest governing body of the NPC of Russia (hereinafter referred to as the Committee) is the Conference, in between sessions of the Board of the Committee. The Committee's report and election conference is convened by the Board of Directors every four years.

Main objectives of the committee

— development of the Paradelphic movement to ensure the implementation of arts and culture;

—  rehabilitation of disabled people by means of culture and art, their integration into modern society;

—  international cultural cooperation and the integration of national cultures of the peoples of the Russian Federation into society, including through the holding of the Paradelphia Games, of which disabled persons are participants;

—  participation in the definition and implementation of the cultural policy of the state with regard to disabled persons;

interaction with interested organizations on the development of measures that improve the situation of people with disabilities in the society, ensuring their rights to cultural and creative activity, and access to cultural goods for the disabled.

The main task of the committee is to organize and conduct complex creative competitions for disabled people of all nosologies in all possible and accessible arts - the Paradelphic Games.

All these years the NPC of Russia, together with the All-Russian Society of the Blind, conducted many different sociocultural events, but the large-scale Paradelphic Games were held in Moscow in November 2016 for the first time in the world history.

Today the provision of the UN Convention on the Rights of Persons with Disabilities on the readiness to provide persons with disabilities with the opportunity to develop and use their creative, artistic and intellectual potential becomes more and more urgent (art. 30, p. 2).

The activities of the National Paradylphic Committee of Russia, supported by all leading All-Russian organizations of disabled people and the international community, are fully aimed at implementing the provisions of the Convention.
